"Let the cooperation between China and SAARC reach new heights"
With the aim of furthering substantial exchanges and cooperation between China and the friendship organizations in South Asia, the first China South Asian Friendship Organisations' Forum was held in Beijing from Oct. 28 to Oct. 30.

The China South Asian Friendship Organizations' Forum organised the event in which the participants discussed on the theme ' New Concepts, New Strategies for China South Asia Cooperation.'    Around 50 representatives from 19 friendship organizations in South Asia and Chinese participants from friendship associations of both national and provincial level were present the meet.

Representatives from various Nepali friendship associations including Nepal China Society also participated in the event. Prem Kumari Panta, president of the Society delivered the following speech during the event on the behalf of Nepal- China Society.

Realizing the need for a competent organization in order to strengthen as well as add greater dimensions to the close, mutually beneficial, friendly and age-old relationship between Nepal and the neighboring People's Republic of China, Nepal-China society was founded in April, 1993.

In fact, the Society, since its inception, has been striving its best to further contribute to the development in areas such as arts, technology, science, culture, etc by sharing the knowledge and experiences gained by the peoples of the both countries in their larger interest as well as overall development.

Primarily, the protocol of the Nepal-China Society is zeroed in on providing an opportunity for the exchange of knowledge and experiences through exchange visits of social workers, social scientists, artists, professors, technicians and experts belonging to the neighbouring nations from various areas to take the mutual ties to newer and greater heights.

Remarkably, it is also unwaveringly committed towards buttressing the socio-economic development of Nepal by keeping itself abreast of the phenomenal achievements made by China in almost every vital realm like economy, education, science and technology, arts and culture.  

The Society is also promoting the programmes such as mutual visits, meetings, contacts, seminars, conferences, and discussions, talk programmes and so on at appropriate level, place, time and subject. In a linear fashion, it is also holding exhibitions and fairs with a view to make the peoples of the both countries familiar with the developments taking place in each other's country.
Nepal-China Society has also been bringing out  books, magazines and souvenirs that shed light on a wide range of the ways of life in Nepal and China.  

Notably, the Society has been marking the annual celebration of the founding of the People's Republic of China by hosting an exclusively conceived reception program in the capital. The program is graced by high level politicians, government officials, media people, various dignitaries as well as other personalities from various walks of life.

This year also the Society held a grand reception to mark the Special Occasion of the 60th Anniversary of the founding of the People's Republic of China.

Nepal and China are close neighbors on the two sides of the Himalayas. Moreover, we have a long history of glorious friendly ties. Despite her mounting clout in global arena, China has never made any attempt to meddle in the internal affairs of Nepal. China has always treated her relationship with Nepal from a strategic high and with a long term view. The frequent assurance on the part of China that it will adopt every possible measure to enable Nepal to preserve its independence, sovereignty and territorial integrity corroborates the fact that the emerging super power always wishes for a greater well being of Nepal.

By continuously abiding by the principle of non-interference in other's domestic affairs China has been respecting the political system and development path chosen by Nepalese people. China has been generously supporting Nepal in the development activity for the last five decades.

Trust, equality and sincerity are three factors that have enabled Nepal China friendship to maintain its strong momentum of growth over the years. Not only our boundary is common but there are innumerous bonds of similarities which have brought Nepal and China very close to each other.

Now, it is being increasingly felt that the friendship between Nepal and China should be taken to the next level by fostering people-to-people relations between the two countries.

This prudent proposition calls for introducing a free trade system between Nepal and China. The conceptualization and implementation of development projects on the basis of equal benefits and obligations can go a long way in adding new dimensions to the Nepal-China cooperation. And, of course, it will play a vital role in buttressing the socio-economic development of Nepal.

If the joint efforts are made to reorient the economic relations between the two countries on active trade, it will make both the nations feel that they are being benefited from each other.

Of course, it is a matter of great pride and joy to see that the people-to-people contact between Nepal and China is being unfolded rapidly and smoothly over the past years.

Above all, Nepal and China have also maintained sound coordination and cooperation in regional and international affairs such as peace, development, human rights and UN reform. We have the common views on many issues related to our mutual concerns.

China's fast expanding economic clout in global arena is also an unmatched opportunity to Nepal.

The spectacular progress made by China in a period of less than three decades in economic, social, cultural, scientific and technological fields has convinced many that this most populous nation will be the super power of this century.

South Asia, it may be noted, is also making strides in socio-economic development. China has taken the lead in recent years in promoting Asian integration through forums such as Boao for Asian (BFA) and its entry into the World Trade Organization (WTO) can be taken as the indomitable desire of China to reshape the global economic order. 

The emanation of ASEAN China Free Trade Agreement (ACFTA) and ASEAN 6 signal a profound change in the relationship between China and Southeast Asia, covering total population of 1.7 billion people. It has also highlighted its enormous market potential. A permanent member of the UN Security Council, China continues to play a decisive role in international affairs including the maintenance of peace, stability and security in the world.

There is a glaring need for an institutionalized dialogue mechanism between South Asian nations and China. The challenges and opportunities of the 21st century in regard to peace, cooperation and development dictate the need for bold and speedy action to foster the relations between China and other South Asian countries.

The establishment of vibrant people-to-people relations between People's Republic of China and South Asian region has become important because that will serve the fundamental interests of the peoples in those parts of Asia.

The visionary exploitation of mutual capabilities of South Asia and China will, of course, have a positive impact on Asian peace and prosperity.

Out of the eight member states of the South Asian Association for Regional cooperation (SAARC), five share common borders with China.

Every SAARC member has already had trade relations with China since ancient times. Also mountains, rivers link these countries with China.

The risk management aspect related to the global problem of climate change and emerging issues pertaining to mountain eco-system in the region underline the need for a new common ground for bringing together South Asia and China. The cultural and spiritual linkage is perhaps the most extensive one between the peoples of SAARC member countries and China.

There must be operative institutional mechanism between the SAARC members and China that could legitimately facilitate people-to-people dialogue and interaction between them at the regional level.

Indeed, friendship organizations of SAARC countries and China can take initiations to fill this gap.

China possesses great economic and development capabilities. She has been contributing for the peace and development of the South Asian nations as well as the Asian continent as a whole. China at the same time has also come forward on several occasions as one of the willing and interested countries to establish cooperative relations with South Asian countries.

I sincerely want to see China and South Asian nations making concentrated efforts to promote the mutually beneficial relationship between them in order to serve fundamental interests of their nearly 3 billion citizens.  This will create a kind of favorable atmosphere for peace, stability and development in the region. China must fully recognize the importance of developing good relationship with South Asian countries and show out more sincerity in every aspect.

Living as we do and increasingly interdependent world irrespective of their political ideology and their national strategic interests, have agreed to work together and cooperate for social and economic advancement.

Irrespective of their different political ideology and strategic interests, South Asia and China should move ahead together for the well being of their peoples.

China's interest in South Asian economic, social and cultural integration is already evidenced by the fact that it has taken initiatives in establishing close people-to-people relations with South Asian countries. This forum will be viable factor for these objectives.

Before I conclude, this initiative of China will bear the fruit in the coming days. It is, indeed, a matter of great pride and glad to see that the people to people contacts between Nepal and China is being unfolded rapidly and smoothly over the past years.
